welcome to the German seller forum!
In general there are 3 language settings: The general language setting on the right top corner of seller central, the language for notifications and the language for the feed processing report.
To my knowledge, there is no additional setting for the payment reports. If you already changed the general language settings to English but the report was generated in German, it might be that it is only available in the default language of the store, as it happens with VAT reports.
