I want to confirm, Save 5% on any 4 qualifying items, in this promotion, product automatically get enrolled by Aazon right?
Because, I have been applying voucher under "Manage Promotion", thats not showing any green bar on product page saying "Save 5% on any 4 qualifying items".

You need to set it up like this:
Main menu > Advertising > Manage Promotions.
1st set up the listing(s) as a group. Then setup a promotion that includes those listing(s). It can take up to 24hrs to go live.

I don't think that is what they mean. The banner shown below is used on random items to save customers money, this is funded by Amazon themselves. You still get paid the full amount, amazon just fund the rest through their fees they charge to the seller etc.
I believe there is not a way unfortunately to "opt in", the products are chosen at random and if you are lucky, then thats good news!
What promotion do you have using manage promotion?
