Hello, I am interested in selling a digital PDF that is only two pages, intended to be printed out, and is mostly graphical as opposed to text (and therefore probably not appropriate for Kindle). I have seen elsewhere on the forums that only physical items can be listed in Seller Central. That makes enough sense, but I'm curious why I see some digital downloads listed on Amazon. For example:

This specific product seems to be listed in the Board Games category, but is a download. Is this a case where this is an older product that was grandfathered in before a policy change, or is there some other listing mechanism I am missing? Thanks in advance!
