Amazon Closed my Investigation
I personally ship each of my units to Amazon. I have a particular product that comes in cases of 6 and I sent 4 cases to Amazon for a total of 24 units. Amazon confirmed receipt of the 4 boxes but stated that I had just submitted 12 units and closed the shipment. They also said that I had "Inaccurate item quantity in box" for 2 of the boxes which was the missing units. Even though UPS weighed those boxes and said they weighed 9 pounds each and Amazon received 4 boxes, they are saying that they were empty.
So I not only took a very serious financial hit (these are very expensive items) but now Amazon is saying that I'm above the acceptable problem rate.
I couldn't open an investigation because the case was closed so I opened a case through seller support. I talked to them and provided the required documentation (invoices, shipment confirmation) and they said:
"Thank you for your patience while we review your shipment 12345. I know that this is important to your business.
When we receive shipments with quantity discrepancies, we automatically initiate a review on your behalf for the items.
As part of this review, we perform a second, physical count to reconfirm the quantity of the items received.
Items are marked "Investigation Completed–shipment contents counted and confirmed" when we have completed the review.
We have completed an additional check in response to your request. We have no record of receiving the following expected items:
12345 / -12 Units.

So now what? I'm still relatively new on Amazon and not sure what to do. I physically packed each unit and weighed them so there's no way they weren't received. I read on forums that when you use manufacturer barcode (which I did) that it can lead to more lost units. I won't make that mistake again, but what am I supposed to do?? I can't just move on. I need these units to be found.

I have three shipment like this and no solution. Just cost of selling on Amazon along with the mystery fees and other hidden costs.
The amazing thing is we ship standard cases with known quantities and yet Amazon always assumes it is our fault.

The entire FBA scanning system has gotten worse. I have had more short counts the past 3 months than ever before.
And I've also had overcounts, which is physically not even possible, since my product gets shipped in master cartons specifically designed for them.
Amazon has been sort of OK on the undercounts, although I've had one or two show up in the "problem rate". But they can't or won't understand the overcounts, insisting that they've scanned something that is impossible to fit in the box.

Rarely do I get overcounts... But when it does a metric hit unless I can prove that I only shipped in less. Disproving a negative. It is impossible. Also had an entire box arrive with 40+ units. Weighed 36 lbs. Amazon scanned in a box weighing 36 lbs. Units counted 0. It just happens and stinks. But I wonder who is sending in all these heavy weight empty boxes that has caused their bots to get so tight?

If you are out of appeals you can try to contact executive seller support at jeff @ amazon . com (no spaces). They have been helpful in the past when I couldn't get resolutions elsewhere.

Keep re-opening the same case over and over until you are reimbursed.
Disregard any nonsense about them taking a second look--that is a lie.
It takes about 4 weeks of re-opening cases after numerous bot rejections. THEN and ONLY THEN will an actual human investigate and respond. And even THEN, you will still get automated denials while a human reviews your shipment, which takes about a week for resolution.
Just went through this AGAIN with a 50-piece shipment...I know how to count and all 50 labels were used. They kept telling me the same BS, that they looked (they didnt) blah blah blah....I didn't accept that and kept opening the case...finally they said they would, out of the goodness of their heart, reimburse me for the missing unit 'as a goodwill gesture'. I responded to that as well, letting them know it is NOT A GOODWILL GESTURE TO REIMBURSE ME FOR UNITS YOU LOST! THE GALL!

did you get a section 3 violation yet? i passed the APR % and get a section 3 violation. literally every 1/3 of shipments sent has some issue with discrepancies and every single claim is denied. crazy but be on high alert for a section 3 violation soon
