What a coupon mess. Let me disclose my long term research on it.
1. List Price: If you ever changed your list price, forget about the coupon now. Start a new listing with a fixed list price and the coupon will work sucessfully.
2. Reference Price: This will never work but for your information, the reference price is available right below your featured offer, Check the attachment. So click on Similar Product Pricing (Activate) and it will take you to another page where you can refer different products of your category. Experiement and see if it works then update us too.
3. Solution is Amazon - Promotions: Check the Advertisement then Promotion and check into it to run % discounts which works like coupons and it a great FIX for the meantime for businesses who kept changing their List Price.
