Yes. It seems that there is a problem. Same problem is also happening at Shopify right now.

UPS worldship and website went down twice this week for a few hours. I think they are updating their API or something. Probably a patch coming Monday. It's working now though.

It may be the result of the delivery address itself. Some Carriers (cannot, will not) be able to deliver to certain addresses, areas, zip codes, etc. Although this is very rare. But there are instances when delivery by one Carrier to a certain area is not available for another Carrier. I have expereinced both-UPS will deliver to places USPS cannot, and vice versa. (Trailer Parks, new construction, new Develpments, gated Communities, P.O. Box only addresses, etc.).

It may have to do with your seller account preferences, if you haven't chosen UPS in your 'preferred shipping method' but that's just a guess. Hope it helps.
