INR claims protections are only offered by Amazon buy shipping (using approved Claims Protected options), and shipping on time.
AHT and SSA have nothing to do with INR claims.
If someone claims they did not get their item, Amazon will not debit you based on whether or not you have AHT and SSA enabled (well, they MAY, but technically they shouldn't and you of course have to fight as usual if that happens).
They will look solely at the shipping label you purchased and whether or not you got it in the mailstream by their deadline.
CLAIMS PROTECTED (INR): A shipping label that was eligible for “Package didn't arrive” A-to-z and SAFE-T claims protection was purchased through Amazon Buy Shipping. Learn more about Amazon Buy Shipping protections.
OTDR PROTECTED: If you used Automated Handling Time (AHT) and Shipping Settings Automation (SSA) for this shipment, your OTDR will not be negatively impacted by late deliveries. Learn more about On-time delivery.

You need to have an ACCEPTANCE SCAN by the CARRIER (Not a "Drop Off Partner").
This mainly applies to FEDEX and UPS, who have many "Drop Off Partners" across the USA. These "partners" do NOT count as an "Acceptance Scan". Because they are NOT the carrier, they cannot update the tracking, which is what Amazon looks at when considering a claim.

I have FOUR orders where I have SSA and AHT and buy shipping on Amazon.
Out of the four two were denied to me for "package did not arrive"
Buyer gave me an incorrect address to ship to and AtoZ claims were still denied. I had to pay shipping costs on one for an item not received and the other item is lost in transit and I am still not covered.

As for Amazon Buy Shipping protections:
There are two types of protections available from Amazon Buy Shipping: Claims Protection and OTDR Protection.
Amazon Buy Shipping shipments qualify for A-to-Z and SAFE-T claims protections against "Package didn’t arrive" claims when all of the following conditions are true:
- The buyer was reimbursed by Amazon for not receiving their package.
- A "Claims Protected" shipping label was purchased with Amazon Buy Shipping. Using a specific service like UPS is not a requirement.
- The order was shipped on time, which will be considered at the moment of the carrier’s first scan, not when you confirm shipment.
- You respond to buyer inquiries in a timely matter. Failure to respond to a return request within 48 hours will result in a granted claim and an immediate debit to your account.
Purchasing a protected shipping service in Buy Shipping is required for both OTDR Protection and Claims Protection. However, Shipping Settings Automation (SSA) and Automated handling time (AHT) for Professional selling plans are required for OTDR protection, not claims protection.
