Account Level Reserve issues, Why is it so high?

I'm hoping that you can help me with the issue of Amazon keeping 60-70% of my balance in "Account Level Reserve" when my account is in very good standing. Over the past 5 months, the amount staying in account level reserve has been extremely high, even though my account is in good standing. Please look at my last Payment period of 11/7/23 - 11/21/23. My Account Balance Total was $11,872.02, yet the Net Proceeds payout was $3,776.15. That's 69% of my balance. My returns for that period were only $349. I don't see a reason why such a high amount of money stays in Account Level Reserve. Can you please look into why the algorithm is doing this to my account? Am I not enrolled in something that I should be? Other important points, my account has:
1. Account Health Rating of 264
2. Order Defect RateTarget: under 1%: 0 of 1,372 orders over the past 60 days
3. Inventory Performance Index of 502
4. Amazon Pay Tier II reserve level
5. I have been selling for over 1 year
6. Order defect rate of 0% over the last 60 days:
Defect Type Percentage of Orders with a Defect Count of Orders with a Defect
Negative Feedback N/A(0). A-to-z Guarantee claimsN/A(0) Chargeback claimsN/A(0)
I opened a ticket one week ago and have not received a response. It is ticket number: 14324021371.
Can you please look into this and give me specific actions that need to happen to reduce that unnecessary large amount of payout being held back?
