Customer paid too much for shipping. How do I give them a partial shipping refund?

Amazon is only allowing me a partial refund on the item, not the shipping. How do I adjust the shipping so the customer gets a partial refund?

Note that they paid more in shipping than the cost of the item. The amount I need to return is more than the cost of the item.

I used to do that back 14+ years ago when I just started. After doing it for over a year and having NOT ONE buyer send me a note thanking me for doing it I stopped.

Buyers are told the entire cost of the transaction BEFORE they place the order.

Unless the buyer has contacted you about it and is asking for a refund DO NOT refund anything.

There will be many cases over the years where you WILL lose money on shipping and every amount of "extra" cash that you collect merely offsets all those future losses.

It sounds as though you don't have your shipping templates set correctly if it's that far out of alignment with the costs.

If you are still on the individual plan and not Pro I don't see any way in the universe that this situation would take place!
