Its likely to be related to the Payment Service Provider Rules
According to the above link Revolut are not full participants on the Payment Service Provider program. Its not 100% clear, but it suggests that if you were using Revolut before the program was announced, you are OK but you couldn't use Revolut as a new customer.
It appears that policy came in within 2021, so not sure why Revolut haven't yet moved into the participating list - but that page suggests they still aren't acccepted?
