I am not sure if this is available on all Amazon platforms -- but on the regular dot com site, when you see the "buy shipping" link next to an order -- that's what we mean by Amazon buy-shipping.
You may purchase shipping labels elsewhere for the same price. But buying the shipping label through Amazon affords you some theoretical protection against INR claims.

With Amazon's Buy Shipping services, you can buy shipping labels individually or in bulk, while automating shipment confirmation and valid tracking in Seller Central. Buy Shipping ensures that your products are delivered to your customers using a trusted network of shipping carriers.
You have access to buy shipping labels with Buy Shipping rates from FedEx, Ontrac, UPS, USPS, DHL Express International, and China Post. Buy all domestic USPS shipping at USPS Commercial Plus prices. To view the Buy Shipping rates, select Buy Shipping on the Manage Orders page.
Since you mentioned rates, I also want to call out that you can link your carrier account to access your own rates for select carrier accounts. See Manage your carrier accounts for more details.
