Ship from different warehouses - how to setup shipping templates without carrier automation

I am having a problem that I couldn't fix. To make it easy to understand I will simplify the scenario. I use 2 separate warehouses to ship products from. One in the US and one in China. When I create a shipping template for China, if I don't use the automation as suggested by Amazon while setting up the template, Amazon automatically uses the default location as the ship from address for my China template. So I am stuck here. Step by step I explain the problem below:
Step 1: I press Create New Shipping Template (I use the "new" option, not copy from other templates)
Step 2: Ship-from location
Which warehouse(s) will the SKUs linked to this template be shipped from?
I pick the China warehouse as ship from address.
Step 3: Amazon brings the below option and doesn't allow a no-automation choice.
Fulfillment Type Preferences
Choose the fulfillment type for shipping settings automation.
I want to automate my Self-fulfilled (non Prime) shipping settings.
I want to automate my Seller Fulfilled Prime shipping settings.
Step 4: Then the next window opens as below. The main problem starts here. Amazon obliges me to pick several carrier options for automation.
Standard Shipping Automation Preferences
Region Preferences Edit
Continental US is enabled.
Hawaii & Alaska, Puerto Rico enabled.
Shipping Services
Please select the shipping services you use to fulfill orders.
Step. 4 I don't want to automate and then press cancel in the above (Step 3) screen. Then my ship from address automatically goes back to my default address which is not the one I picked (China) but the US warehouse.
So the question here in order to create a template with a different ship from address (In my case it is the China warehouse) do I have to pick carriers for automation? Why manual setup for different ship from addresses is not possible?
Can anyone help? (Please read carefully the problem if you want to help. I don't need condescending answers like 'go back to Seller university?' 'are you new here' etc. etc.)

Hello @Seller_4rmtYAMx8OdTw, thank you for the detailed explanation. I'm wondering if this has something to do with the Location based Shipping Settings. Do you see anything there that would affect your China address in this way?
To get to your location based shipping settings,
- Go to Settings and click Shipping Settings.
- Go to Locations.
