Figure out somebody who sends goods through FBA or Easy Ship in your locality. Ask him to give you the number of the person who comes for pick-up from ATS. Then speak to them and meet them at the warehouse to figure out why they are not picking up your orders.
Alternately speak to Seller Support to get the address of the warehouse which handles your area. And then go meet them.

Even I faced the same issue and in the end I opted for complete self shipping my orders. I had to fill a form and post that, I'm shipping all my orders on my own because can't trust Amazon on anything now.

Sir,
I lost Rs 70000 of my hard earn money, because i trust Amazon, Wellsure solution looted me on the name of Amazon.
I know this is a planned, scam of Amazon to destroy all retailer markets of India to create a monopoly.
To execute this plan Amazon have hired a company like Wellsure Solutions.
