New requerments to the invoices
I am in confussion already a month, I try to open different categories by buying items , 10pcs min, from diffirent shops but evry time amazon discards my requests , telling that ,
I quote " -- You have provided an unacceptable document. We are unable to accept retail receipts, online order confirmations, packing slips, sales orders, pro-forma invoices, or sales quotes for approval. Provide an invoice from a manufacturer, distributor, or your supplier reflecting the itemized list of goods purchased."
or
"We have reviewed the documentation you provided and determined that you are not eligible to sell 3M products. We evaluated the information you provided, but it did not pass our review."
Please tell me , if something changed in invoices requirements and we don't know, it is unfair accept new rules and not inform sellers about detailed requirements. Please tell guys if somebody has the same problem with opening new category with invoices? And if yes please tell how was look like the invoice ,like my or not?
I don't understand what is incorrect in this invoice that Amazon reject to accept it? All needed information is reflected here.

Purchasing "from different shops" is not the correct way to source products to sell on Amazon. This appears to be a grey area online wholesaler and not an authorized distributor of 3M products (or any other reputable company for that matter). Amazon obviously agrees since they didn't accept this "invoice."
If you want to sell 3M products, you'll need to contact 3M directly to obtain their permission to resell their products on Amazon. It's highly unlikely they'll grant you permission but all you can do is ask. Their MOQ and/or minimum dollar amount is most likely quite high and they most likely prefer that established businesses resell their products.
The "invoice" you pasted is missing some key information such as the invoice number, your payment terms and a remittance address for payment. The fact that it shows store hours also indicates this is a receipt rather than an actual invoice.

Pay VERY close attention to what @Vernon has said. Put your account in vacation mode and spend the next six weeks studying Seller U and pay particular attention to SOURCING.

YOU have a RECEIPT, not an invoice. Since you 'x'd out the SALES TAX it appears that you don't even have a business license to be able to purchase tax-exempt.
You are correct though that things HAVE changed -- A LOT.
Amazon has allowed the site to be invaded by countless thousands of unauthorized sellers over the past couple decades. Amazon is simply killing all the sellers other than those that have proper sourcing.
Expect more of this and it is partly a result of the new laws that have stripped Amazon and other sites of what they had perceived as protection from penalties for allowing counterfeit/stolen merchandise on the site.
Those restrictions will include both RA and Gray market sales in the future because there is no proof of authenticity or chain of custody for either version of those sales models.

I will add that you may wish to review this Help Page on Letters of Authorization, which you can provide to Amazon as confirmation you have a brand's permission to sell their items.
