We are attempting to keep our France and Germany inventory separate. However, despite the many attempts to turn off the PAN EU and adjusting the settings in seller central, our inventory is continuing to be shared between the two separate marketplaces.
We have tried creating seperate SKUs as well. But Amazon continues to transfer.
We've created new offers with "-FR" Skus but they are still being shared between the different countries.
The inventory is still being connected. Due to tax and VAT obligations between FR and DE we need to stop the sharing of inventory between these countries and need to send to France independently without Amazon automatically transferring FR units to DE.
Again, we want to continue to sell FBA and hold stock in both DE and FR fulfillment centers, but we need to control and keep Amazon from transshipping the units that we send to FR and DE. Ex. If we ship 50 units to FR centers, that 50 units stays there. If we ship 100 units to DE, we need those 100 units to stay in DE.
As of right now Amazon would ship 10 units of the 50 to Germany so then there would be 110 units stored in Germany. We need to stop this.
Any ideas?

It is not possible to influence the movement of goods between Amazon's fulfilment centres.
You can allow or disallow storage in certain countries, but not the transfer of goods. As soon as more than one country is activated for storage, Amazon does whatever it wants.
I used to have a VAT number in Italy and allowed storage there. Although I only sold 10% of the goods to Italy and 90% to Germany, Amazon stored over 80% of all units of some SKUs in Italy! As a result, shipping often took an unnecessarily long time, but there was nothing you could do about it.
Why do you want to prohibit these transfers? Because of the language (instructions, packaging)?
From a tax point of view, there is no need to do so.
Hello @Seller_mALvTYpTNuQFq,
short answer: you are not manage the movement between fulfilment centers yourself. Please see the pages Pan-European FBA Program Policy and Pan-European FBA: How it Works for more information:
"By enabling countries for inventory placement, you authorize Amazon to allocate and store any of your FBA inventory in any or all of those countries. At its own discretion and at any time, Amazon may then move this inventory across EU fulfillment centers at no additional cost to you."
and
"You cannot initiate movement between fulfillment centers for Pan-European FBA inventory, Amazon will take care of that for you."
Best,
Emma
