It is pretty much as it said, you will have to wait for up to 30 days.

What Amazon are looking for is tracking to confirm delivery, customer feedback to confirm delivery and no INR's/A-Z's which indicate delivery has not taken place.

It is frustrating but assuming your customers are getting their orders your offers will be reactivated and funds released.
