In order to help you prepare effectively for the requirements of the new Market Surveillance Regulation (EU) 2019/1020, which goes into effect in July 2021, Amazon has enabled a dashboard in Seller Central to allow you to declare your EU Responsible Person for your brand/ASINs/listings. The following information aims to help you complete your declaration successfully.

Common FAQs for launch of regulation

I do not currently have a Responsible Person in the EU for my products. How do I obtain one?

Please visit the Responsible Person requirement for CE-marked products Help page which explains the requirements and outlines the options available to you to obtain a Responsible Person for your products. If you are a seller who does not represent a brand, we encourage you to reach out to your manufacturer or upstream supplier to ensure they are aware of their requirements and can provide you with necessary information to declare your Responsible Person in the dashboard.

Starting June 11, 2021, failure to declare a Responsible Person in advance of the introduction date will have an impact on your ability to create inbound shipments for your FBA products. We encourage you to complete your Responsible Person information in the dashboard as early as possible to ensure inbound units are compliant.

I have ASIN(s) listed on the dashboard that do not require the CE-mark

Contact us if you believe that certain ASIN(s) appearing on your dashboard do not require the CE-mark and provide us the brand name and list of impacted ASIN(s).

My CE-marked ASIN(s) are missing from the dashboard and with it, the Responsible Person. What do I do?

Contact us if you believe that some of your CE-marked ASIN(s) are missing from the dashboard and provide us the brand name and impacted ASIN(s).

What happens to my in transit inbound shipment that is missing Responsible Person/Amazon Responsible Person information and may not arrive before July 16, 2021?

While it is important you have updated your packaging/product/accompanying document with the relevant information, we understand some products during this transitional period may not have the required information present before launch of the regulation.

Before you or Amazon are contacted by Customs or a European regulator, it is critical that you have obtained a Responsible Person and that all the relevant Responsible Person information has been entered into the dashboard to minimize delays/issues for your products. If you use the Amazon Responsible Person service, Amazon will co-operate with the relevant regulators to resolve the matter.

Will Amazon remove my products if I am not compliant by July 16, 2021?

Starting June 11, 2021, your ability to create FBA Inbound shipments will already be impacted if the relevant information has not been input to the dashboard. Additionally, Amazon will co-operate with any external regulator’s request to remove products for which a Responsible Person cannot be identified or verified.

Who can access the dashboard?

From February 2021, the Responsible Person dashboard is accessible to all sellers offering products via FBA, based outside of the EU, and offering CE-marked products in the EU.

You can access the dashboard here. As the UK has formally left the EU, UK-based sellers wishing to sell into the EU will need to obtain a Responsible Person.

If you are a seller who is accessing the dashboard for the first time, please ensure you review the information below carefully and take relevant actions.

This is an expanded version of the dashboard that was previously restricted to brand owners/authorised resellers of CE-marked products. If you previously had access to the dashboard, it is important you revisit the dashboard to confirm if you have any pending actions.

Brands or sellers identified as being located within the EU will not be able to access this dashboard.

Submitting information into the dashboard

Why do I need to fill out this information?

The new Market Surveillance Regulation requires that there be an EU-based Responsible Person for CE-marked products. All CE marked products are covered by this rule except for medical devices, explosives for civil uses, and certain lifts and cableway installations. More information on CE-marking requirements can be found here.

The dashboard allows sellers based outside of the EU to declare their EU Responsible Person to Amazon.

What will I see when I access the dashboard?


  1. I am a brand owner/authorised reseller and need to complete information for ASINs/brands I represent.

    When you access the dashboard you will see a section with the brands/ASINs you represent. The dashboard will guide you through the process of uploading your Responsible Person information outlining the required fields for completion.

    The dashboard allows you to provide the name of the entity acting as your Responsible Person and its contact details. Note that due to the requirements of the Market Surveillance Regulation, the Responsible Person form will only allow you to upload an EU address as your Responsible Person. You can provide this information for your entire brand or for specific ASINs. You will be requested to specify if your Responsible Person covers all batches of the product regardless of distribution channel (Universal) or just certain specific product batches or certain distribution channels (Specific).   2. I am a brand owner/authorised reseller and also sell CE-marked ASINs I do not represent.

    When you visit the dashboard, you will now see 2 sections. In addition to the section summarising the brands you represent, you will see an additional section to complete Responsible Person Information for CE-marked ASINs of Brands you do not represent. We encourage you to review this section and ensure Responsible Person information is added for each ASIN sold by you. It is important to note that any Responsible Person Information you add for these ASINs is specific to units sold by you. Please also note that you cannot use the Amazon Responsible Person Service for ASINs of Brands that you do not own/represent.   3. I do not represent a brand but sell CE-marked products.

    When you access the dashboard, the CE-marked ASINs you sell will be listed in the dashboard. We encourage you to review them and ensure there is a Responsible Person for each ASIN sold by you. It is important to note that any Responsible Person Information you add for these ASINs is specific to units sold by you. FAQs to help you complete your submission

I am Brand Owner/Authorised Reseller: What is the difference between a Brand and ASIN level Responsible Person?

When you declare a Responsible Person for your brand, the Responsible Person information you fill out will be assigned to all ASINs associated with your brand.

When you declare a Responsible Person for an ASIN, the Responsible Person information you fill out will be specific to that ASIN.

Sellers who do not represent brands or are not brand owners will not be able to view these options and can only assign a Responsible Person for their specific units.

I am Brand Owner/Authorised Reseller: What is the difference between a Universal and a Specific Responsible Person?

On the dashboard, while entering your Responsible Person Information, you are required to select either a ‘Universal’ or ‘Specific’ Responsible Person. A Universal Responsible Person covers all batches of the same product, regardless of the distribution channel. An example of a Universal Responsible Person is the brand itself or an authorised representative appointed by the brand whose information is added to all batches.

A Specific Responsible Person covers only certain product batches sold through a specific distribution channel. An example of a Specific Responsible Person could be an importer who is the Responsible Person for only the products it imports on behalf of a brand.

Sellers who do not represent brands or are not brand owners will not be able to view these options and can only assign a Responsible Person for their specific units.

My ASINs already have a Responsible Person assigned; what do I need to do?

If you have reviewed your ASINs in the dashboard and the Responsible Person information is present, and you can confirm it is correct for this brand/ASIN, you do not need to take any further action.

If you believe the brand information is not correct, we recommend that you contact your manufacturer or upstream supplier to confirm the correct information.

If you wish to assign a separate Responsible Person for your units, please follow the steps in the dashboard to guide you through the process of uploading your Responsible Person information.

I have completed all information in the dashboard, but I have changed my Responsible Person; what can I do?

You can edit your Responsible Person information at the brand/ASIN level within the dashboard at any time.

I own a brand but I am not able to submit a Brand Responsible Person; what do I do?

If you have not already done so, we recommend that you register your brand in Amazon Brand Registry, to take advantage of the functionalities we offer to brand owners. If you do not wish to register your brand, you can declare a Responsible Person for your individual ASINs in the dashboard or subscribe to the Amazon Responsible Person Service.
