ARP service is a solution for sellers using Fulfilment by Amazon to comply with the new EU Market Surveillance Regulation. The EU Market Surveillance Regulation requires that a non-EU seller have an EU-based Responsible Person for CE-marked products (except for medical devices, explosives for civil uses, and certain lifts and cableway installations). Once subscribed to this service, Amazon will act as the EU Responsible Person for applicable CE-marked products that you designate.

Non-EU manufacturers, brand owners, and resellers authorized by the brand to sell in the EU using Fulfilment by Amazon (FBA).
No. ARP is an optional service offered by Amazon to support non-EU manufacturers, brand owners and resellers authorized by the brand to sell in the EU using FBA to comply with the Responsible Person obligation which applies from 16 July 2021. You are free to use another Responsible Person for products that are fulfilled using FBA. If you choose to use another Responsible Person, this will not adversely affect the service you receive using FBA.
After you subscribe to ARP, you will be directed to the Responsible Person Dashboard and are required to submit compliance documentation for your ASINs. You can provide documentation for each of your ASINs by clicking on the Actions tab within the dashboard.
You are required to submit only the Declaration of Conformity (or Declaration of Performance for construction products) at this time. You will be prompted in the ARP dashboard to add DoCs/DoPs for all of your ASINs subject to Responsible Person obligations. If you believe you have added all the relevant documents, but continue to see this prompt, please contact us so we can investigate further.
You are also required to have available the technical documentation supporting the compliance of your products, which can also be submitted on the Responsible Person Dashboard. If you do not, Amazon may request these documents either as part of an audit, or pursuant to an EU Market Surveillance Authority request. Once requested, you must provide these additional documents within two business days.
From June 2021 onwards, ASINs covered by ARP will have Amazon’s address information present on the labels you print. Please ensure you print all of the labels and carefully follow the instructions in the labels to ensure your shipment arrives at the FC without issue.

For each ASIN covered by ARP, you will be required to add Amazon contact details to the product, its packaging or an accompanying document from July 2021 onwards. Amazon will provide this information and instructions to you.
We recommend you contact your manufacturer/supplier to obtain the required documentation. It is required you upload the Declaration of Conformity (or Declaration of Performance for construction products) for all of your products as part of your enrolment in the Amazon Responsible Person service, and are able to make available supporting compliance documentation within 2 days.
No. You will be required to submit documentation for each individual ASIN covered by ARP.
Yes. The EUR 25 per month (excluding VAT) is a flat fee and covers all CE-marked FBA products of your brand(s) for which you have submitted the requested compliance documentation. If you do not sell the product in FBA or have not submitted the required documentation, your products will not be covered.
No. ARP coverage is limited to units using FBA, and applies to all CE-marked products except for medical devices, explosives for civil uses, and certain lifts and cableway installations.
No. The ARP service is only applicable to ASINs sold on Amazon EU websites that are fulfilled by Amazon (FBA).
Only documents uploaded in pdf, png and jpeg format are accepted on the ARP dashboard.
Currently, there is no unsubscribe option in the dashboard. It is important to note that the first month of charge of the ARP service will be January 2022. If you wish to cancel your ARP prior to that date, please contact Selling Partner Support.
The EU Market Surveillance Regulation does not apply in Great Britain (England, Scotland and Wales). It will apply in Northern Ireland, under the Northern Ireland Protocol.
